Good morning! Today, we get together here at the Opening Ceremony of the 5th China-Eurasia Expo & China-Eurasia Economic Development and Cooperation Forum.

First of all, please allow me to introduce the honored guests today: Mr. Eligen Imibakhi, vice chairman of the Standing Committee of the National People's Congress; His Excellency Kokhir Rasulzoda, prime minister of Tajikistan; His Excellency Sardar Ayaz Sadiq, president of the National Assembly of Pakistan; Ms. Hermine Naghdalyan, vice-president of the Republic of Armenia; His Excellency Nikolai Snopkov, deputy head of the Belarus President Administration; His Excellency Danial Akhmetov, governor of the East Kazakhstan. First of all, please allow me to show welcome to all of you on behalf of the Ministry of Commerce of the People’s Republic of China and Mr. Gao Hucheng, minister of commerce of the People’s Republic of China.

Wang Shouwen:

The China-Eurasia Expo serves as an important measure of the Chinese government for promoting the implementation of the opening-up strategy. The first session was held in 2011 with a great success. Since 2013, when Chinese President Xi Jinping brought forward “the Belt and Road” initiative, it has become an important platform for promoting the communication and cooperation between China and the Asian and European countries. In the first half of 2016, the total volume of trade between China and the countries along “the Belt and Road” accounted for 26.1% of the national total. The first regular train between China and Europe was put into operation in 2011. By the first half of this year, there have been 25 cities covered by the train services starting from China. A total of 1,881 trains are in service, realizing net exports of US$17.2 billion. From the time when “the Belt and Road” initiative was proposed to this July, China has made a total investment of US$51.1 billion in the countries along “the Belt and Road”, accounting for 12% of the direct investment made by China in other countries and regions during the same period. Chinese enterprises have established 52 economic and trade cooperation zones in related countries, with accumulated investment of US$15.6 billion, bring tax revenue of US$900 million and 70,000 job opportunities for these countries. 

Wang Shouwen:

Relying on a number of mechanisms, including the bilateral joint economic and trade commission mechanism, the Ministry of Commerce of China has been engaged in deepening the economic and trade cooperation with the countries along “the Belt and Road”. For example, we have launched the construction of the important project of China-Pakistan Economic Corridor. The construction of the China-Belarus Industrial Park and other overseas economic and trade cooperation zones is going smoothly. We are carrying out FTA negotiations with the Republic of Georgia and other countries, aiming to promote the trade and investment facilitation and liberalization between China and the countries along “the Belt and Road”. In addition, abundant achievements have been made in infrastructure construction. For example, the No.1 Tunnel under the project for bridge and tunnel construction for the Vahdat-Yovon Railway undertaken by a Chinese enterprise in Tajikistan has been put into use. Other large-scale projects including the North-South Road of Armenia are being promoted continuously. For all of these trade and investment cooperation, the China-Eurasia Expo plays an important catalyzing and propelling role.  

Wang Shouwen:

Ladies and gentlemen, as what Chinese Premier Li Keqiang said at the ASEM Summit held in the People's Republic of Mongolia this year, the Asia-Europe cooperation should be led to move toward a more pragmatic direction, especially the enhancement of economic and trade cooperation. Premier Li Keqiang also expected that the ASEM Economic Ministers' Meeting mechanism that has been suspended for 10 years could be resumed the next year. Under such a circumstance, the expo this year, which is themed on “Mutual discussion, joint development and sharing/Silk Road: Opportunities and Future”, can be considered as a specific action to put the spirit of the ASEM Summit into practice. We hope and also believe that the expo will further enhance the friendship between the Asian and European people, concentrate advantages for mutual benefits and win-win results and explore new opportunities for mutual development. Finally, wish the 5th China-Eurasia Expo & China-Eurasia Economic Development and Cooperation Forum a great success. Thank you very much.

Ladies and gentlemen, and friends,

On behalf of the Xinjiang Uygur Autonomous Region and the people of different ethnic groups living on this land, I would like to show my sincere welcome to all of you. Thank you for attending the 5th China-Eurasia Expo themed on “Mutual discussion, joint development and sharing/Silk Road: Opportunities and Future” at such a beautiful season with cool climate and a good harvest of fruits.

Chen Quanguo:

“The Belt and Road” initiative proposed by President Xi Jinping keeps in line with the regional development and cooperation trends, and meet the needs of the countries and regions along “the Belt and Road” for further development. It is a great strategic conception for forming up a community of interests, destinies and responsibilities and therefore has been highly appraised and widely participated in by the international community. A number of remarkable achievements have been seen. The Silk Road is a road for opening-up, cooperation and win-win results. More than 2,000 years ago, it was the Silk Road that connected China with the other Asian countries and the remote Europe. Today, the construction of the Silk Road Economic Belt will bring about huge opportunities for the mutual development of China and the other countries along it. 

Chen Quanguo:

Xinjiang sits in the central area of the Eurasia, boasting vast area, rich resources, gorgeous landscapes and splendid culture. It is a key station on the Silk Road Economic Belt, an indispensable part of the Eurasian Continental Bridge and an important channel for the eastern and western economic and cultural communication. It has made great contributions to the exchange between the eastern and western civilizations and communication and integration of the Asian and European countries. Currently, the people of different ethnic groups in Xinjiang are following the strategy of the Central Committee of the CPC led by General Secretary Xi Jinping for the governance of Xinjiang and centering on the general goals to maintain social stability and realize long period of peaceful and stable development to give full play to the location, resource and cultural advantages to promote a faster and better economic development of Xinjiang. Specifically, it aims to build a grand channel for eastward and westward connections home and abroad, a bridgehead for westward opening-up of China and a core area of the Silk Road Economic Belt with huge development potential and a prosperous future. As the place where the China-Eurasia Expo is held, Xinjiang would like to fulfill the responsibilities for mutual development and make a good use of the carrier and platform of the expo to promote mutual discussion and cooperation and joint construction of the Silk Road Economic Belt, share the opportunities for further prosperity and create a wonderful future to compose a new chapter for a harmonious development and win-win cooperation along the Silk Road Economic Belt. Finally wish the China-Eurasia Expo a great success. Thank you very much!

Good morning! I am so happy to get together with you again at the beautiful Urumqi to attend the 5th China-Eurasia Expo & China-Eurasia Economic Development and Cooperation Forum. First, please allow me to extend my congratulations for the opening of the expo and welcome to all of our guests on behalf of the Chinese government.

Eligen Imibakhi:

In 2013, Chinese President Xi Jinping proposed the important initiative to mutually construct the Silk Road Economic Belt and the 21st Maritime Silk Road, which recalled the historical memory of the ancient Silk Road of the world and raised emotional resonance of related countries for mutual development, and therefore aroused wide concern and positive response in the international community. The China-Eurasia Expo this year is themed on “Mutual discussion, joint development and sharing/Silk Road: Opportunities and Future”, aiming to integrate the wisdom, reach consensuses and explore good strategies for development through the participation of all of the guests. It reflects the mutual expectations of the governments and people of the countries along “the Belt and Road”.

Eligen Imibakhi:

Since the initiative was proposed, the construction of “the Belt and Road” has been in a process of continuous progress in exploration, growth in cooperation and improvement in development. 

Eligen Imibakhi:

We devote ourselves to enhancing policy communication with the countries along “the Belt and Road”. “The Belt and Road” initiative is a solution of China for promoting global cooperation for further development as well as a top-level design for China’s opening-up during the new period. So far, more than 100 countries and international organizations have participated in the construction of “the Belt and Road”. Along with frequent visits of top leaders of China and the other countries along “the Belt and Road” to each other, the friendly communication between governments, conferences, parties and regions has been increasingly strengthened. A number of consensuses have been reached, while agreements on cooperation in the construction of “the Belt and Road” have been signed between China and more than 30 related countries, striving to realize mutual benefits and win-win results and mutual development to the largest extent. 

Eligen Imibakhi:

We devote ourselves to promoting the construction of major projects under “the Belt and Road” initiative to continuously improve the infrastructure connectivity among the countries along “the Belt and Road”. China and these countries have launched cooperation in a variety of fields, including port, airport and railway construction. This has effectively promoted the infrastructure construction of these countries and made achievements more than expected. A number of major projects, including China-Thailand Railway, East-West High-Speed Railway of Turkey and Hungary-Serbia Railway, have been in increasingly accelerated progress. In addition, there have been more than 1,000 container trains in operation between China and Central Asia and Europe, and a regular international transportation mode has taken shape between the two ends of the Eurasia.

Eligen Imibakhi:

We devote ourselves to expanding our trade connections with related countries to optimize foreign trade structure and cultivate new growth points for trade development. We have organized a series of trade and investment promotion activities and gradually carried out international cooperation in productivity, which created a great number of business opportunities for enterprises. The countries along “the Belt and Road” have become hot targets for the foreign investment and cooperation of China. 

Eligen Imibakhi:

We devote ourselves to deepening financial cooperation with related countries. The Asian Infrastructure Investment Bank has been put into operation, while the Silk Road Fund and other funds for bilateral cooperation are available to continuously provide capital support for the infrastructure construction, resource development, industrial cooperation and financial cooperation of the countries along “the Belt and Road”. In addition, the scale of cross-border RMB settlement has been increasingly expanded. 

Eligen Imibakhi:

We devote ourselves to cultural communication and cooperation with related countries. China has launched cooperation with many countries along “the Belt and Road” to hold theme year and month activities and other cultural activities and has signed agreements with many such countries for cooperation in education. The Confucius Institute has become an important bridge for the cultural communication between China and many countries. The joint application for inscribing the Silk Road on the World Heritage List between China and Central Asian countries have made a great success, and the World Heritage applications related to the Maritime Silk Road have been launched. The non-governmental communication in culture, education, science and technology, tourism and business has been tightened.
 
Eligen Imibakhi:

These achievements prove that the construction of “the Belt and Road” is stepping toward a stage for rooted, profound and lasting development, and indicate huge potential and wide prospect for policy communication, facility connection, trade development, financial cooperation and communication of the people. Taking this chance, I would like to share some opinions with all of you in terms of the cooperation and development along the Silk Road in the future.
 
Eligen Imibakhi:

The first is to follow the concept of “opening-up, inclusiveness, mutual discussion and construction, mutual benefits and win-win results” for the construction of the Silk Road Economic Belt. “The Belt and Road” initiative is about opening-up and inclusiveness, instead of exclusiveness. It does not target at any third party, and it is not a zero-sum game. It is not based on any development mode and path of any country. It covers but not limited to the range of the ancient Silk Road. It means that any intended country, region or regional or international organization may participate in it in the principle of “mutual discussion and construction and sharing” and become a participator, constructor and beneficiary of the Silk Road Economic Belt. In this way, the achievements in mutual construction will benefit a wider range of areas. The construction of the Silk Road Economic Belt should take the interests and concerns of all related parties into consideration and reflect all the needs to match the interests and demonstrate the wisdom and creativity of all the parties. President Xi Jinping said, “China welcome all the parties to take the “express and convenient train” of China’s development and welcome all the countries and international organizations to participate in the cooperation.”
 
Eligen Imibakhi:

The second is to give full play to the role of “the Belt and Road” initiative as an engine to promote exploration of new space and fields for international cooperation. To promote the construction of “the Belt and Road” is a requirement of the times for joint efforts to cope with risks and propel global economic recovery. Essentially, it is a way to stimulate new demands through more effective supply and demand by improving multinational connectivity and trade and investment cooperation and promoting international cooperation in productivity and equipment manufacturing based on the chance from the construction of “the Belt and Road”. It will be helpful for the economic construction along “the Belt and Road” and the global economic prosperity as well as the enhancement of the cultural communication between related countries. Therefore, it meets the expectations of the governments and people of these countries for accelerated development and the requirements of the times for world peace and development. Especially under the current circumstance lacking power for global economic recovery, making use of the huge productivity and construction capacity formed up under the pro-cyclical development to provide support for countries along “the Belt and Road” to promote their industrialization, modernization and infrastructure construction will be helpful for stabilizing the current global economic situation and realize rebalance of global economy. We will base on “the Belt and Road” initiative to realize unified arrangements for land and offshore development, domestic and overseas development as well as government support and enterprise development to continuously encourage Chinese enterprises to make investment and seek for cooperation in the countries along “the Belt and Road”. At the same time, we expect to see more enterprises of these countries to make investment in China and launch business cooperation with China. We will enhance the integration of “the Belt and Road” construction with other national strategies, such as those for an integrated development of the Beijing-Tianjin-Hebei region and the development of the Yangtze River Economic Zone. We will also enhance the combination of the initiative with the strategies for western development, revitalization of the northeast China, rise of Central China, leading development of eastern area and along-border opening-up. We expect to lead to all-around opening-up and linked development of the eastern, central and western parts of China to add positive energy and new vitality for a faster recovery of global economy and enable the people of all related countries to substantially benefit from the development and achievements.
 
Eligen Imibakhi:

The third is to take advantage of the policy and location advantages to promote the industrial cooperation along the Silk Road Economic Belt. “The Belt and Road” connect the Asia-Pacific and European economic circles. Centering on them, a comprehensive and multi-level connection network will be established among related countries and regions. The network will lead to wide-range and large-scale flow of production factors among these countries and regions as well as optimization of industrial structure and distribution of factor resources, providing new opportunities for the development and innovation of these countries and regions.
 
Eligen Imibakhi:

We will cooperate with these countries to take advantage of respective location and industrial advantages and adhere to the principle of win-win cooperation to promote economic globalization, practice trade and investment liberalization, study  on and make more specific measures and policies to promote “the Belt and Road” construction and improve supporting services. Emphasis will be laid on improvement of infrastructure connectivity, development and use of energy resources, construction of economic and trade cooperation zones, support for research and development of core industrial technologies and other strategic priority projects, aiming to promote effective allocation of capitals, talents, technologies, information and other production factors to enhance regional industrial cooperation. 

Eligen Imibakhi:

Ladies and gentlemen, this year is the first year for the implementation of 13th Five-Year Plan of China and also an important year for the construction of “the Belt and Road”. The 13th Five-Year Plan proposes a number of new development concepts, including innovation, coordination, environmental protection, opening-up and sharing. It sets the goal to comprehensively build up a moderately prosperous society within the coming five years and draws the roadmap for what to do during this period. Its implementation will be greatly helpful for Chinese economy to maintain a moderately high-speed growth and improve the quality efficiency. Thanks to it, the opening-up will be continuously deepened and extended to bring more opportunities for the investors of related countries and regions. 

Eligen Imibakhi:

During the 13th Five-Year Plan period, we will base on the construction of “the Belt and Road” to enrich the connotation of opening-up, improve the opening-up practice and make coordination to promote strategic mutual trust, economic and trade cooperation and cultural communication to form up a cooperation pattern featuring in-depth integration and mutual benefits and create a new atmosphere for opening-up. The first is to stick to the principle of amity, sincerity, mutual benefit and inclusiveness as well as mutual discussion and construction and sharing to improve “the Belt and Road” cooperation mechanism and enhance the strategic connection with related countries to establish closer win-win partnerships. The second is to improve the functions of “the Belt and Road” economic corridors by mutually promoting the construction of six economic corridors, including the China-Mongolia-Russia, the New Eurasian Continental Bridge, the China-Central Asia-West Asia, China-Indo-China Peninsula, China-Pakistan and Bangladesh–China–India–Myanmar (BCIM) economic corridors and the strategic support of the Maritime Silk Road. The third is to continuously deepen the economic and trade cooperation by establishing international logistics channels, giving full play to the functions of border economic cooperation zones, cross-border economic cooperation zones and overseas economic and trade cooperation zones, tightening trade connections and promoting international cooperation in productivity and equipment manufacturing. The fourth is to give better play to the functions of the Asian Infrastructure Investment Bank and the Silk Road Fund to mutually set up a financial cooperation platform for the construction of “the Belt and Road” and strengthen financial support.  

Eligen Imibakhi:

The fifth is to adhere to the principle of equal focus on economic cooperation and cultural communication to enhance the friendly communication between the Chinese people and the people of the countries along “the Belt and Road”, expand pragmatic cooperation in culture, education, art, science and technology, tourism, health care and sports, and forming up a cultural communication pattern featuring mutual appreciation, understanding and respect to lay a solid public opinion foundation for a peaceful development of the world. 

Eligen Imibakhi:

Ladies and gentlemen, Xinjiang serves as the throat and bridge of the ancient Silk Road as well as the forefront for China’s westward opening-up. It shows obvious advantages in location, culture and policies for the mutual construction of the Silk Road Economic Belt. It borders on eight countries, with 107 international road transportation lines in service, 17 national first-class land opening-up ports and two airports. It has established 22 national industrial clusters and parks, including the Kashgar and Khorgos economic development zones and the China- Kazakhstan (Khorgos) International Border Cooperation Center. The Chinese government encourages Xinjiang to seize the historical opportunities to expand opening-up, build an international business and trade channel featuring eastward connection and westward opening-up, and construct the core areas of the Silk Road Economic Belt.

Eligen Imibakhi:

Xinjiang now shows a good development trend and indicates huge potential. I sincerely hope that, through the expo, you will pay more attention to Xinjiang and make use of the platform of the China-Eurasia Expo to devote to realizing win-win cooperation and mutual development. Finally, wish the 5th China-Eurasia Expo & China-Eurasia Economic Development and Cooperation Forum a great success. Thank you very much.

First, I’d like to express my sincere gratitude to the invitation of the forum sponsors, the People’s Government of the Xinjiang Uygur Autonomous Region and the Ministry of Commerce of the People’s Republic of China, to attend such an enthusiastic, high standard and greatly-organized forum.

I’m very glad to be invited to China-Eurasia Expo. The expo’s influence has been increasing year by year. The number of countries invited has kept on expansion. The expo has boosted the economic and trade cooperation among extensive Asian and European countries to continuously expand and deepen.

Kokhir Rasulzoda:

China-Eurasia Expo offers a good opportunity to its participants for exchanging ideas on activating economic cooperation and other urgent problems during the continuous global economic crisis. The more special significance of the expo lies in the vision of Reviving the Silk Road proposed by Chinese President Xi Jinping included in the theme of the expo.

Kokhir Rasulzoda:

We clearly remember that more than 2,000 years ago, China took the lead to carve out the Silk Road which connects countries and regions far and near and pools strengths of all parties for a long term co-existence and stable development. The vision of Silk Road Economic Belt proposed by Secretary-general Xi Jinping covers the entire Silk Road, like a gust of powerful and fresh fair wind blowing into the economic and trade development and cultural exchanges among friendly neighboring countries and partners.

Kokhir Rasulzoda:

Emomali Rahmon, president of Tajikistan, has supported the vision. He pointed out that the vision of Silk Road Economic Belt leads the future development and represents the most fundamental interests of countries participating in the the Construction of the Major Hubs along the 21st Silk Road, and China’s neighboring countries in the Central Asia are the foremost countries.

Kokhir Rasulzoda:

Over the past three years, the whole world witnessed the rapid and robust rival of the Silk Road which had declined several centuries ago. The exciting and constructive progress benefits the countries involving in the development of Silk Road and more than half of the total population of the countries. In our view, the Silk Road, like a long river that never dried, is injected with new energy and thrives rapidly, which is firstly attributed to China’s successful implementation of the reform and open-up policy.
  
Kokhir Rasulzoda:

All countries in Central Asia have been dedicated to long-term and in-depth performance of multi-level cooperation with China, such as expanding beneficiary trade, attracting investment from China, improving and modernizing national economy, improving transport and carrying out inter-regional communications and concentrations of cultures and arts. The cooperation with China will take the lead in solving a series of problems related with securing the social and economic stability and development in Central Asia. 

Kokhir Rasulzoda:

Three weeks ago, we celebrated the 25 anniversary of the founding of the Republic of Tajikistan. China is one of the first countries that acknowledged the new Republic of Tajikistan. Over the one fourth century since the establishment of bilateral diplomatic relations, Tajikistan and China have had a century-long equivalent experience, from “good neighborly and friendly relations” to “strategic cooperation partnership”, just like the fraternity between Chinese secretary-general Xi Jinping and Tajikistan’s president Emomali Rahmon. The annually-held leader’s meeting between the two leaders further consolidated the development of bilateral strategic partnership. The abundant and beneficiary cooperation agenda has been scheduled by both countries to 2020. Many major projects are included in the cooperation and meanwhile contribute to the development of the Silk Road Economic Belt.

Kokhir Rasulzoda:

For example, Chinese government, by means of a series of measures, helped three strategic goals of Tajikistan’s president Emomali Rahmon, i.e., securing the country’s energy dependence, food safety and shaking off the embarrassment of transport. Over the past ten years, the Export-Import Bank of China has offered loans of more than US$1.5 billion and aided funds of more than 2.0 billion yuan to the Republic of Tajikistan. All these funds were used in infrastructures and livelihood projects, including building a unified state energy system, a large-scale social security project and modern world-class bridges, tunnels and highways.

Kokhir Rasulzoda:

The Dushanbe-Khorog-Kashgar Highway, a project that I want to stress here, establishes the direct road connection between the two countries and is of breakthrough significance to developing bilateral economic and trade cooperation. The continuous cultivation of the international transport corridor “Dushanbe-Border of China-Kashgar” is, essentially, the establishment of integrated transport-economy relationship. Modern transport routes are of profound significance to recover the routes of ancient trade caravans, the branches of the Silk Road still active in early 20th century. The upgraded transport routes are beneficiary. To China, they open the exit of the corridor to Afghanistan, Iran and farther regions; while to Tajikistan, they open the exit of the corridor to China, Pakistan and India.

Kokhir Rasulzoda:

Tajikistan highly praises the cooperation with China and keeps consistent in speeches and actions. With the establishment of strategic partnership, CNPC signed a special cooperation agreement  with Tajikistan and showed its interest in relevant resources in the country. It is well known that a fairly long section of the Central Asia Natural Gas Pipeline connecting Turkmenistan and China is located in the territory of Tajikistan. The continuance of highway construction in Tajikistan will link China with Uzbekistan and Pakistan. The accumulated cooperation experience in the railway construction will better serve the construction of the Silk Road Economic Belt.

Kokhir Rasulzoda:

Chinese enterprises attended the mineral resource development in Tajikistan which is rich in mineral resources. The initial Tajikistan-China Industrial Park is the biggest cooperation project which introduced Tychinskaya from Xinjiang. The new high-yield species cotton, corn and wheat planted in the park by agricultural workers and scientists from both countries have achieved delightful harvests. Cooperation models like this can be continued. 

Kokhir Rasulzoda:

These large-scale projects jointly performed by Tajikistan and China are the lively representation of reviving the Silk Road. The opening of Kulma-Karasu Port which can satisfy the transport of 60% goods between the two countries builds the direct bilateral transport and brings new opportunity for the formation of international transport corridor. Just like the important roles of Bactria and Sogd on the Silk Road, today, Tajikistan has become a transit passage country and played a critical role in boosting the development of Eurasian economy and trade. The rapid international traffic and transport corridor among China, Russia and Central Asian countries create convenient conditions for international goods transfer and multimodal transport logistics center. It is one of the important topics jointly solved under the framework of bilateral relationships of China, Russia and Central Asian countries and the Shanghai Cooperation Organization.

The joint construction of Silk Road Economic Belt, as a critical core project of the 21st century, can energetically promote the economic and trade cooperation of Eurasian countries, contribute to the long-term stability of the region, overcome difficulties and concertedly meet challenges and threats with fairly low loss. The pragmatic method not only conforms to the interests of all participants of the 21st Silk Road Economic Belt but also reflects China’s neighbor-friendly strategic partnership, which contributes to strengthening global connections and driving the stability of the region and the whole world as well. It is just the right time to hold the expo. It is an opportunity for European and Asian enterprises to explore new development and cooperation. Xinjiang was a trade and transport hub on the ancient Silk Road in history. Today, it is also an emerging bridge for Eurasian economic exchanges.

In addition, Xinjiang links Pakistan and China together, and has played an active role in promoting the free flow of knowledge and goods between the two fraternal countries since long time ago. Our common trust, goodwill and friendship are strengthened through Xinjiang, making Pakistan and China all-weather partners.

For many years, leaders of the two countries have set up firm partnership in strategy, legislation, economy, culture, infrastructures and other fields of common concern. Thus, the tie of mutual respect and mutual affiliation has uplifted to the people of both countries.

We have been engaged in continuously intensifying economic and social cooperation. China-Pakistan Economic Corridor is an important example. The project boasts enormous potentials. Therefore, it is a demonstrative example for beneficiary and win-win development of countries in a same region because the new “economic lifeline” can not only end the power supply failures in Pakistan to rejuvenate the country’s economy but also offer a close connection with China that is incomparable for other countries in the world.

Chinese products will not only find new markets in central and southern Asia, but also land the Middle East, Africa and the whole Indian region via the Gwadar Deep-water Port at a much lower transport cost. An unprecedented economic revolution is awaits us. The new manufacturing hubs and markets along China-Pakistan Economic Corridor will surely bring employment, business and better life for millions of people.

Sardar Ayaz Sadiq:

Ladies and gentlemen, Pakistan has fully recognized that the success of the project relies on the stability of the region’s economy and strategy as well as the consistency of the policies. Thus, the current Pakistani government applies important and far-reaching measures to secure the business environment. Over the past years, Pakistani investment policies have been open and consistent, emphasizing the trade facilitation, simplified administration and privatization. Pakistan is home to more than 600 multinationals with proper operation status. Multinationals will have many opportunities in energy, infrastructures, food processing, bijouterie, hospital and tourism.

Sardar Ayaz Sadiq:

Pakistani credit rating is obviously improved, and consistent with that by Standard and Poor’s and Moodys. The expected actual GDP growth of Pakistan between 2015 and 2017 was lifted from 3.5% to 4.6%, a record high over the past eight years. Pakistan has a foreign exchange cash reserve of US$23.1billion. Pakistan is middle on the business environment ranking list by the World Bank, far higher than other countries in South Asia.

Sardar Ayaz Sadiq:

We welcome various companies in the region to invest in Pakistan and share the fruits of the region’s interconnection. We issued some important initiatives to promote bilateral and regional trade. And numerous new industrial parks and towns have been built along China-Pakistan Economic Corridor. Recently, the GSP granted to Pakistan by EU also showed international market’s recognition to Pakistani products.

Sardar Ayaz Sadiq:

Ladies and gentlemen! However, peace is the cornerstone of flourishing economy. Global security situation is still one of the major obstacles for business development. The belligerence thinking of Taliban, al-Qaeda, ISIS and the Eastern Turkistan Islamic Movement needs to be effectively restricted. Terrorism and violent extremism in various forms are severe threat to the world. Unfortunately, Pakistan confronts the threat like some other countries. In recent years, situation becomes more severe, and more than 65,000 were killed, which influenced economic activities.

Sardar Ayaz Sadiq:

But Pakistan government and people have unshakable determination to eradicate the threat of terrorism. The common understanding-based military operation Zarb-e-Azb has received great success in the struggle against terrorism and violent extremism. Meanwhile, we are engaged in stopping any possible actions that fund international terrorism in Pakistan. The recent legislation on terrorism-related funding and money laundering is our commitment to global peace. 

Sardar Ayaz Sadiq:

I would like to reaffirm Pakistan’s constant adherence to the One-China Policy and the integrity of the sovereign and territory of the People’s Republic of China. We are long-tested friends. The mutual respect will be passed on to generations. 

Sardar Ayaz Sadiq:

Pakistani National Assembly is also dedicated to taking the road. We hope to build a firm relationship between the National Assemblies of both countries to deepen cooperation in economic field. We need to use our experience to supervise administrative power and influence the governments and make them increase input in promoting peace, harmony, safety and sustainable development.

Sardar Ayaz Sadiq:

Ladies and gentlemen!Empty talks only hamper the development of country. We need to promote Eurasian trade, investment and industrial integration through trade facilitation, visa restriction elimination, market access expansion, tax reduction and exemption and other investment-friendly policies. The expo and other similar forums and exchanges are one of the best channels to intensify the trust and understanding between countries and between people.

Sardar Ayaz Sadiq:

Therefore, from the bottom of my heart, I myself hope China Eurasia Expo to greatly deepen macro-economy and financial cooperation among countries and secure regional and global economic stability. I still want to express my gratitude to the Organizing Committee of the China-Eurasia Expo and the People’s Government of the Xinjiang Uygur Autonomous Region for their hospitality and the highly effective organizing work. Since its establishment, China-Eurasia Expo has become an important platform for strengthening cooperation. I believe the fifth session of the Expo will become an important world economic phenomenon, contributing to the implementation of the Belt and Road initiative and becoming a good platform for expanded dialogue. The Silk Road is the common wealth of the people in all nations. China today is upholding the spirit of the Silk Road to realize the people-to-people bond. The initiative proposed by President Xi Jinping of the People’s Republic of China wins wide recognition from the countries along the Silk Road. China is now joining hands with these countries to build mutual beneficial and win-win network, explore new cooperation mode, and jointly launch the multiple cooperation platform. Dear colleagues,

The great Silk Road is the symbol of the exchanges between the East and the West. It is the common historical and cultural heritage of the countries in the world. During the historical development process of Armenia, it has always been the front of the integration of the two different worlds of the East and the West. For thousands of years, Armenia has long been the important connection of the two major component parts of the world. As early as in the ancient Silk Road period, commodities from Armenia were well known in China and the merchant boats of Armenia had been reached the ports in the eastern parts of Asia.

Hermine Naghdalyan:

I deeply believe that the friendly and active cooperation among the countries along the Silk Road is significant for the construction of the Silk Road Economic Belt. The friendship that has withstood for hundreds of years closely ties Armenia with China. China is a great country. It has long been dedicated to developing friendship relations with other countries on the basis of equality and mutual benefits. Armenia and its people who continuously inherit the rich historical heritage and tradition for a dozen of hundreds of years have always shown respect to China. At the same time, China that has made enormous achievements through successful reform and the correctly selected strategy has become our example. China now ranks among the great powers in the world. 

Hermine Naghdalyan:

It needs to point out that our country will celebrate the 25th anniversary of the national independent recently. Since our independence, we formed diplomatic relations with China. The real friendly relationship based on trust and mutual understanding has been set up. With our efforts, we created conditions for further expanding and intensifying mutual beneficial partnership. The economic and trade relations are the important component parts of the Armenia-China relations. During the past days, we deeply felt the overall support for us from the Chinese government and people. It was China that helped us to overcome the economic difficulties during the period of transformation and realize the national economic development.

Hermine Naghdalyan:

Ladies and gentlemen, the 21st century is an era of economy and diplomacy. We will firmly carry out reform that aims to promote national economic attraction in Armenia. Although it does not have any port cities, Armenia boasts distinctive advantageous regional location. At present, Armenia is conducting a series of large-scale infrastructure construction. After the completion of the projects, the cross-border transport capability of Armenia will be greatly enhanced. Armenia has not only the advantage in cross-border trade, but also great potential for developing economic cooperation. Armenia has gained considerate achievements from the development of the bilateral relations with China. The implementation of the cooperation projects in the fields of industry, energy, agriculture, science and technology, culture and education between the two countries corroborate that both sides have strong interests in bilateral cooperation.

Hermine Naghdalyan:

Armenia carries out free economic development mode. This makes us realize that under the background of global challenge and limited financial resources, without a sound governance and environment ruled by law and without the transparent and free management environment, it is impossible to realize the steady economic growth and sustain economic vitality. 

Hermine Naghdalyan:

We choose the economic development path that relies on science. We also take a series of measures for the purpose. A vivid example in this aspect is the successful operation of the United World College, the American University, the French University, the Slavic University and the Confucius Institute in Armenia. Among them, the Confucius Institute has become a unique platform of Armenia-China cooperation. Benefited from this, Armenia gained rapid growth in the field of innovation technology.

Hermine Naghdalyan:

Armenia’s participation in the Eurasia Economic Union (EEU) conforms to the economic development and strategic interest of the country. It creates new opportunity for Armenia to promote the competitiveness in major export market, expand market share and intensify its economic relations with other member countries of the EEU. After joining the EEU, Armenia gained the opportunity accessible to a market with a population of 180 million. This also expanded room and brought new opportunity for further developing Armenia-China trade relations. The visit paid by President Serzh Sargsyan of the Republic of Armenia and the series important agreements on cooperation signed during the visit will surely become an added impetus to push forward the economic and trade relations between the two countries.

Hermine Naghdalyan:

The great Chinese thinker Confucius said “there is little common ground for understanding between persons of differing principles.” Today, our people are dedicating to the peace, prosperity and cooperation. We should firmly proceed to jointly open up a wonderful tomorrow of mutual benefits and cooperation. I also believe today’s forum will make us confirm our friendship, and discuss new path for mutual beneficial and cooperative development so as to bring fortune to peoples of different countries along the Silk Road. Distinguished ladies and gentlemen, the intelligent Confucius once said, it is always a pleasure to greet a friend from afar. I would like to add one sentence: What makes it a pleasure is that I have come to such a beautiful country of China, such a hospitable city like Urumqi as a guest. This is not my first time to be here. Xinjiang has always given me a special spirit: that is the spirit of the ancient Silk Road and the spirit with revitalized energy of the Silk Road.

Snopkov Nikolai Gunnajevich:

Belarus is the Guest of Honor of the Fifth China-Eurasia Expo. We are especially indebted to the treatment given by our Chinese friends. It is by no means of fortuitous that we are full of interest in today’s event. Belarus is the first European country that supports the construction of the Silk Road Economic Belt proposed by the Chinese President Xi Jinping. Belarus is also willing to be actively involved in the construction of the European part of the initiative. 

Snopkov Nikolai Gunnajevich:

There are some very important railways passing through Belarus. These railways join Xinjiang and the European Union. Among them, there are countries of Germany, Poland, Czech, and Lithuania. The speed of the cargo transportation through these railways has reached 1,400 kilometers per day and night. Such a transport cost is a little bit higher than sea shipping. However, its advantage lies in the safety, reliability and low risk. Not long ago, the whole world witnessed that due to the bankruptcy of the “Hanjin Shipping”, the large ocean shipping company of South Korea, a large amount of cargo transport was paralyzed. The total value of the cargo is estimated at about US$14 billion.

Snopkov Nikolai Gunnajevich:

I think the case has once again proved the intelligence of the Chinese leaders: That is paying high attention to and greatly develop land transportation. In a number of days, the first batch of infrastructure facilities of the China-Belarus Great Stone Industrial Park will be completed. At the same time, the logistics center set up by China Merchants Group in the industrial park will soon be completed. The industrial park is located close to Minsk, the capital of Belarus.

Snopkov Nikolai Gunnajevich:

The China-Belarus Industrial Park project was called as “the pearl along the Silk Road Economic Belt” by Chinese President Xi Jinping during his visit to Belarus. The project has not only enhanced the level of the economic cooperation between the two countries, but also caught the eyes of many European and Asian investors and entrepreneurs. Within the China-Belarus Great Stone Industrial Park, various preferential policies are provided so as to enable us to compete with our neighboring countries. Our competitors include countries in European Union and Eurasia Economic Union. Yet, Belarus itself is a member country of the Eurasia Economic Union. Such preferential policies not only include our national policies, but also the new Customs Law of the Eurasian Economic Union. The new Customs Law will be officially implemented next year.

Snopkov Nikolai Gunnajevich:

But we understand that it is not enough to attract investors relying only on preferential policies because investors have always had multiple choices. Therefore, we also pin our hopes on other aspects. First, it is our advantageous geological location, technology and talent potential. Then, it is the One-Stop Service we provide. 

Snopkov Nikolai Gunnajevich:

The potential of technology and talent of Belarus enables us to be engaged in such industries of iThings, smart energy, renewable energy equipment, robot technology, optical and laser technology, and pharmaceuticals. Under such a circumstance, we welcome not only the world famous large enterprises such as ZTE and Huawei, but also enterprises from different provinces of China. It might not be a large-scale company in terms of the Chinese market, but it could be a very powerful and respected investor in the Belarus economy.

Snopkov Nikolai Gunnajevich:

Belarus is willing to cooperate with Chinese investors in different sectors. This includes conducting high-tech projects in Belarus. It also includes the Chinese enterprises that had planned to enter Europe, Russia or Ukraine. They can reconsider to enter the Belarus market. We are willing to work with the Chinese enterprises to provide quality Belarus products to the Chinese market or join hands to sell Belarus products to a third country. Or we can together provide service for cargo transportation between China and Europe.

Snopkov Nikolai Gunnajevich:

We can together work on many things for the interest of the peoples in China and Belarus, for the prosperity of the Eurasia and the whole world. The most important is that we should extremely be sincere, responsible and highly efficient for the existing cooperation projects and never miss any opportunity.

It is just as President Xi has said to forge iron, one must be strong. We should uphold the spirit of the time and reach the height of the tasks set by our state leaders. Distinguished guests to the China-Eurasia Expo! First of all, please allow to greet every guest here on behalf of the East Kazakhstan region. Thanks for the invitation of the organizer and wish a smooth work of the participants in the Fifth China-Eurasia Expo and a fruitful expo. The scales and the diversities of creation, projects, commodities, technology and equipment exhibited at this session of the exposition are amazing. The organizer has done a great job to ensure the participants highly effective and smooth exhibition and business talks.

Daniyal Akhmetov:

China-Eurasia Expo is not merely a platform for displaying achievements and innovation technology in various fields. It is also the clear expression of the diligent feature of the Chinese people. It is a miniature of successful transformation of the Chinese economy in the rapidly changing world. Kazakhstan President Nazarbayev has always stressed that the harmonious friendly relations with China is the key of our foreign policies. The sound interaction for the past years has enabled us the successful transformation of the bilateral cooperation. In the early days of the establishment of the Kazakhstan, we started to cooperate with China. From then on, we launched the long cooperation road and became good neighbors, the mutually trusted friends and good partners of constructive politics and economy.

Daniyal Akhmetov:

In recent years, China has become the major trade partner of Kazakhstan. China accounts for more than 17% (US$142 billion) of the foreign trade of Kazakhstan. Among the foreign trade of the East Kazakhstan Region, trade with China accounts for one third (US$340 million). Exports to China mainly zinc, lead, copper and alloy. We have set up 47 joint ventures. The large enterprises in the region export products to the East Kazakhstan Region and purchase production raw materials and reactant from our Region.

Daniyal Akhmetov:

The initiative of construction of Silk Road Economic Belt proposed by the Chinese President Xi Jinping in Astana during his visit to Kazakhstan is of important realistic significance. In early September this year, at the G20 Summit, China proposed the idea of giving full rein to the potential of the Silk Road Economic Belt. Meanwhile, the Belt and Road initiative proposed by President Xi Jinping of the People’s Republic of China is supplementary with the initiative of Bright Road proposed by the Kazakhstan President Nazarbayev.

Daniyal Akhmetov:

Cooperation in the industrial and innovation sector between the two countries are continuing to expand. The two governments have also worked out the China-Kazakhstan Industrial Capacity Relocation Plan. The plan covers 51 cooperation projects in the fields of automobile manufacturing, agriculture, mining and metallurgy, light industry, energy, transportation and high and new technology, with a total value of US$26 billion. Among the afore-mentioned projects, four are in the East Kazakhstan Region. They are: 1) heavy-duty Foton truck production project and LOVOL road engineering and agriculture machinery production project; 2) the second and third phases of a hydropower station; 3) Laquo, Kazakstan, Minerals & Raquo Anode Copper Production Project; and 4) Eurasia Agro Holding Butchering Workshop and Fertilizer Yard Construction project.

Daniyal Akhmetov:

At the same time, our cooperation fields with China are continuing to expand towards the high value-added high and new technology. The East Kazakhstan Region at the intersection of the Europe and Asia pays close attention to the participation in the construction of the Silk Road Economic Belt. Therefore, we regard the China-Eurasia Expo as an important platform for realizing integrated development. The series of important consensus reached by the heads of state of the two countries not long ago is of great significance for our Region.
 
Daniyal Akhmetov:

We will actively participate in the implementation of the consensus on further cooperation reached by the two heads of the state, with stresses laid on cooperation with China in the fields of nuclear energy, mining and metallurgy and energy. In the agricultural field, we will make efforts to ensure the exports of agricultural products to China. The East Kazakhstan Region is the largest production base of edible oil, sunflower seeds, and honey and deer antler. It is also the major production area of agricultural animals, dairy and meat products and potato. We highly hope to further expand the business exchanges with China.

Daniyal Akhmetov:

Now I would like to announce that the 2016 Altai Investment Forum will be held at Ust-Kamenogorsk. I would take this opportunity to sincerely invite all representatives of investors to participate in the forum. During the forum, we will promote 84 projects with a total investment of 926 billion Kazakhstani Tenge in the fields of agriculture, energy, industry and tourism. As an area in Kazakhstan bordering with Xinjiang of China, we will continue to have close cooperation with China and hope we can find new breakthroughs to consolidate the mutual beneficial economic cooperation. We have reasons to believe our cooperation will be better and better. We are open at any time to welcome dialogues at the government level or enterprise level. Distinguished guests, ladies and gentlemen, good morning! I am very glad to be a representative of the Silk Road Fund to come to the beautiful Xinjiang to attend today’s forum. The important speech by Eligen Imibakhi, vice-chairman of the National People’s Congress, the magnificent speeches by various state leaders, Party Secretary Chen Quanguo, Vice-Minister Wang Shouwen, have given profound elaboration to the historical legacy and cultural essence of the Silk Road. They have proposed pragmatic suggestions for the Eurasian countries to join hands for the construction of the Silk Road Economic Belt, grasping new opportunities for development and creating a prosperous and steady future.

Jin Qi:

Xinjiang is the important channel of the ancient Silk Road. The ancient Silk Road is a path for mutual exchange of needed products, peaceful co-existence, and cooperation and win-win results. The “Belt and Road” initiative upholds the principle of “Wide Discussion, Joint Contribution and Shared Benefits”, endows the brand new connotation of time of the Silk Road spirit and has the epoch-making significance. The “Belt and Road” initiative greatly pushes forward the transnational infrastructure construction, realizes overall interconnection, enhances the trade and investment cooperation level of countries, and promotes the international production capacity and equipment manufacturing cooperation. By enhancing effective supply, the new market demand is hastened to promote the world economic rebalance. This conforms to the wishes of different countries to accelerate development and injects vitality to the regional and global cooperation.

Jin Qi:

The core of the cooperation on the construction of “Belt and Road” is to give rein to the comparative advantage of Eurasian countries and regions along the Silk Road, realize supplementary advantage and mutual beneficial and win-win situation. Most European countries are at the late stage of industrialization. They have relatively improved industry, advanced technology and modern management. Developing countries in Central Asia, West Asia and South Asia are during the process of industrialization and urbanization, which have relatively large room for development and the late-developing advantage. China is in the middle stage of industrialization. It has relatively quality production capacity, equipment, technology and strong financial power together with the experience of opening-up and reform for more than 30 years. To give rein to various advantages, the Belt and Road construction will realize the mutual beneficial and win-win situation. As the bridgehead of China’s westward opening and the core area of the Silk Road Economic Belt, it has overall advantages in terms of time, location and human resources. Xinjiang is the major channel of the ancient Silk Road, the intersection of Western and Eastern civilization and the populated area of various ethnic groups and is geologically connected with surrounding countries so that is it interconnected in terms of the blood, culture and people’s bond. It has profound historical accumulation and unique preemptive opportunity. In recent years, the Xinjiang’s economy grew rapidly, and its industrial structure continued to be optimized and enterprise management level improved, displaying a relatively strong supplementary in the aspects of industries, trade, investment, talents and resource with Eurasian countries. It laid a solid foundation for further cooperation with Eurasia countries and regions and for realizing cooperation and win-win situation along the construction of the Belt and Road initiative.

Financial cooperation is the major support of the construction of Belt and Road. In November 2014, President Xi Jinping announced the establishment of the Silk Road Fund, which used China’s own fund to support the construction of Belt and Road. This is a practical action that China actively participated in the initiative of the international community to promote infrastructure facility investment and financing, and push forward the sustainable growth of the world economy.

Jin Qi:

Silk Road Fund is a legal entity registered in China. It is positioned at medium- and long-term development investment fund. It upholds the concept of “Opening-up and inclusiveness, mutual benefits and win-win situation”. Its aim is to provide investment and financing support to the economic and trade cooperation and bilateral or multi-lateral interconnection under the framework of Belt and Road. Since its establishment, Silk Road Fund has actively improved its company governance structure, greatly carried out investment business. In 2015, we announced three investment projects. The first country received our investment was Pakistan. (In support of the clean energy project of the Three Gorges Group in Pakistan and South Asian countries, the acquisition of Pirelli Company of Italy by ChemChina and the purchase of part of the equity of the Yamal LNG integration project of Russia.)

Jin Qi:

Compared with other investment institutions, Silk Road Fund has the following features: First, with the medium- and long-term equity investment as the main business, adding with multiple means of financing such as loans, equity and fund, it is able to provide long-term steady equity fund support for large project of infrastructure and satisfy the multiple financing demand of enterprises. Second, mainly supporting physical economic development. We mainly invest in physical economic fields such as infrastructure, resource development, industrial cooperation and financial cooperation. Priority will be given to the development strategy and industry plan of the recipient country, support for the optimization of industrial structure and strengthening sustainable development ability of various countries. Third, insisting on the principle of market-oriented, internationalized and professional operation. We are not policy fund and assistance fund. We need to invest in projects that conform to market principle and are profitable. While realizing medium- and long-term financial sustainable operation, we will carry out the due social responsibilities. Fourth, multiple partners. We have formed wide cooperation relations with domestic and overseas financial institutions and enterprises, multilateral development banks, and government departments and conducted cooperation in joint investment and financing projects or sub-fund level operation. We have conducted different cooperation with countries where the distinguished guests are from. We have conducted multiple level contacts with local government, institutions and enterprises (including private enterprises) in Xinjiang and are actively discussing on certain way of operation. At present, we are following more than 100 key projects which cover the areas in Central Asia, South Asia, West Asia, Middle East and Central and Eastern Europe. 

Jin Qi:

In a word, Silk Road Fund is expecting to join hands with different Eurasian countries to expand pragmatic cooperation opportunities and make due contributions to promoting the construction of the Silk Road Economic Belt, and realizing the co-prosperity, steadiness and development of Eurasian countries and regions.
