Convenient Service Scheme of Frontier Inspection Station, Urumqi

I. Duty Notification

The arrival and departure time of regular passenger planes, special planes and business airplanes, etc. at the Urumqi International Airport shall be subject to the time notified by the airport operation command center to the Station to provide safeguard. The flights and personnel conditions of important participators shall be subject to the information received by the duty room of the command center of the Station by means of telephone call from the staff of specific reception organization of Eurasia Commodity And Trade Expo (EACT EXPO) to provide safeguard. II. Duty Organization

The duties are specifically organized for implementation by the on-duty section and squad and are inspected and monitored by the duty leader of the Station. Adhering to the principle of exhibitor & participator-oriented to serve and provide convenience to them, the duties shall be well organized and implemented in a civilized manner to provide friendly and thoughtful service.
III. Duty Implementation

(I) Frontier inspection procedures for important entry-exit passengers taking special planes and business airplanes.

1. Grasp the situation promptly and get ready for duty. The personnel on duty shall, after receiving the flight trend notice sent by the airport operation command center, immediately call the command center of the Station to know the information about the contact person of specific reception organization, determine the level of important participators, number of aircrew and passengers, weapons carried by passengers or weapons contained by the aircraft itself, etc., report the situation to the duty leader and supervise and assist the duty section to successfully complete the inspection work.

2. Collect passports and certificates in centralized manner, and check them one by one. Collect and count face-to-face the entry-exit certificates, foreigner arrival/departure cards (except if the registration card is exempted from completion; the card is not required to complete if there is a detailed name list of the delegation) and The List of Simplified Procedures of important passengers, and verify them one by one. The Station will not count the number of passengers at the courteous reception level exempted from certification, which shall be subject to that notified by the reception organization. For those at the courteous reception level requiring centralized certification, the Station will, according to the principle of maximum transportation convenience for the participators, check the certificates and count the number of passengers at a proper location and time as required by the reception organization. The staff of reception organization must leave the contact number on The List of Simplified Procedures to guarantee a quick and efficient follow-up handling of inconsistency between the number of passengers actually inspected and the passengers actually boarding.

3. Inspect guns and ammunition, and register and circulate the events. Fulfill the entry-exit frontier inspection procedures of guns and ammunition, and register and circulate the events in the entry-exit inspection system. Personal guards of important foreign visitors can only take pistols for entry and exit rather than rifles, submachine guns and other weapons, with the quantity of weapons smaller than that of guards. The guards of foreign visitors are prohibited to carry weapons. Where the personal guards of important foreign visitors are approved by the Bureau for Guard and Bureau for Order Control of the Ministry of Public Security of the People’s Republic of China to carry weapons for entry, the reception organization can directly contact the Station to deal with matters concerned with the letter approved by the Bureau for Guard and Bureau for Order Control of the Ministry of Public Security.

4. Return passport and certificates, and archive related data. After completing the frontier inspection procedures, the Station will count the entry-exit certificates and return them face-to-face to the staff of reception organization or the passenger himself/herself, receive and keep the foreigner arrival/departure cards and The List of Simplified Procedures, and hand them over to the confidentiality room of the Station for archiving.

(II) Frontier inspection procedures for important entry/exit passengers taking regular planes:
The leader of duty section shall, after receiving The List of Simplified Procedures from the organization concerned, immediately request the personnel on duty to report it to the on-duty leader of the Station who will deploy relevant works.

1. For passengers going through and completing procedures at the main inspection hall:

(1) For passengers at the courteous reception level exempted from certification. The duty section properly arranges the passengers to take a break in the meeting room. At the same time, the duty section assigns skillful inspectors to quickly complete entry (exit) procedures for them. After completing the procedures, count the passport and certificates face-to-face and return them to the staff of reception organization or the passenger himself/herself. The number of important visitors shall be subject to that notified by the reception organization to the Station. The staff of reception organization must leave contact number on The List of Simplified Procedures to guarantee a quick and efficient follow-up handling of inconsistency between the number of passengers actually inspected and the passengers actually boarding.

(2) For passengers at the courteous reception level requiring centralized certification. The duty section properly arranges the passengers to take a break in the meeting room. At the same time, the duty section assigns skillful inspectors to quickly count the number of passengers in the walkway or the meeting room, and conduct the certification. Such work conducted in the walkway shall be completed before checking certificates while that conducted in the meeting room shall be completed when returning the certificates after checking. Then, these inspectors will quickly complete entry (exit) procedures for them. After completing the procedures, count the passport and certificates face-to-face and return them to the staff of reception organization or the passenger himself/herself.

2. For passengers going through VIP hall of China Southern Airlines:

(1) Upon exit, the duty section arranges skillful inspectors to complete procedures for passengers, after which the Station takes the initiative to recheck the number of important visitors jointly with the staff of VIP hall and reception organization, and count the number of passengers or implement certification at the elevator beside No.17 lounge bridge in the departure segregation hall when the passengers are ready for boarding.

(2) Upon entry, the duty section arranges skillful inspectors to count the number of passengers or implement certification at the entrance of VIP hall beside No.17 lounge bridge or at the apron boarding place under No.17 lounge bridge. After completing the procedures, return the passport and certificates to the staff of reception organization or the passenger himself/herself. After the passengers go through the VIP hall from the entrance, the Station shall notify the fire guard to lock the VIP channel before leaving to prevent irrelevant personnel passing through the channel, resulting in missing inspection accident.

3. For exit passengers boarding through or entry passengers getting off through apron directly by taking planes parking at far flight spots:

The duty section arranges skillful inspectors to count the number of passengers or implement certification at the door of VIP reception vehicle. After completing the procedures, return the passport and certificates to the staff of reception organization or the passenger himself/herself.
(III) Completion of procedures for other regular exhibitors and participators:

The inspectors are guided to quickly identify the visitors, exhibitors and participants using the type of passports or other certificates held by the passengers, and guide them to the “Special Channel” for clearance in priority.

IV. Scope of Courteous Reception

(I) The Station provides the following personnel with courteous reception exempted from certification:

1. Foreign delegation above the State Vice Premier level.

2. The entry/exit Chief Executive of the Hong Kong Special Administrative Region and Chief Executive of the Macau Special Administrative Region taking special planes, or the entry/exit National People’s Congress and CPPCC members of Hong Kong and Macao who take special planes collectively;

(II) The Station provides the following personnel with courteous reception requiring centralized certification:

1. The personnel above vice-ministerial level and the delegation led by them;

2. Some personnel carrying the letter of courteous reception issued by the organizations at ministerial level and received by such organizations;

3. Former foreign politicians carrying letters of courteous reception issued by relevant organizations and received by such organizations and the delegation led by them;

(III) For the important foreign personnel received by the domestic reception organizations, such as people in charge of well-known domestic and overseas enterprises, famous international entertainers and important sports officials received by the Ministry of Commerce, Ministry of Culture and General Administration of Sport of China, the courteous reception is provided according to the letter of courteous reception issued by the reception organizations above the ministerial level, which is handled according to courteous reception at ministerial level in principle.

(IV) For former foreign politicians and the delegation led by them, the courteous reception is provided according to the letter of courteous reception issued by the China Public Diplomacy Association, the Chinese People’s Association for Friendship with Foreign Countries and other reception organizations, which is handled according to courteous reception at ministerial level in principle.

V. Handling of Duty Problems

(I) People from key countries and regions shall be investigated and controlled according to relevant regulations. In light of the severe investigation and controlling situation in Xinjiang, the Station still has to strengthen the investigation and control of personnel from key countries or regions and key personnel with obvious traces of receiving training, suspicious expressions and unreasonable tourist routes and tour in order to prevent lawbreakers sneaking in or out of the port and guarantee rigorous control.

(II) Any unauthorized expansion of scope of exemption from certification is strictly prohibited. In special cases, the scope of courteous reception requiring centralized certification can be properly enlarged with approval from the senior officer of the Station. It’s strictly prohibited to expand the scope of releasing first and then investigating and controlling later for entry. The releasing first and then investigating and controlling later of personnel enjoying courteous reception including various senior delegations are not allowed.

(III) In case of alarm regarding investigation and controlling or events against laws and regulations caused by exhibitors and participators, the Station shall promptly pacify the passengers and communicate with and explain the situation to the reception organization simultaneously. The personnel on duty at all levels shall ask for instructions from the superiors level by level promptly for handling. During the whole process of handling, the principles of carefulness, comprehensiveness and cautiousness shall be followed targeting at efficient, convenient and friendly disposal.

(IV) As to the personnel wearing Pass Permit at the airport area among the personnel seeing off or enjoying courteous reception, the reception personnel shall carefully verify whether they are entry/exit tourists. If they are passengers through verification, they must complete the procedures with their entry/exit certificates. It’s strictly prohibited to pass through the restricted area for direct entry/exit by wearing the certificate of the area so as to avoid missing inspection accident. In case of the above accident, the reception organizations concerned will be held accountable by the Station according to relevant regulations.
